Chelsea J. Andrews

Chelsea Andrews is an experienced legal and executive professional with extensive expertise in housing policy and litigation. Currently serving as the President of the Housing Opportunities Commission since July 2022, Chelsea previously held the role of Executive Director at EveryOne Home and served as Senior Executive Vice President and General Counsel at the District of Columbia Housing Authority, where responsibilities included overseeing substantial housing units and managing a $400 million operational budget. Chelsea's legal background includes positions as Deputy General Counsel and Associate General Counsel at the same authority, along with civil litigation experience at Thompson O'Donnell, LLP. Chelsea has also served as an Assistant State's Attorney in Prince George's County and held various roles in education and advocacy, earning a Doctor of Law from The George Washington University and an MBA from Florida A&M University.
