Davida Rowley-Blackman

DaVida Rowley-Blackman currently serves as the Vice President of Resident Services at the Housing Opportunities Commission, a role assumed in October 2023. Previously, DaVida held multiple leadership positions within the New York City Housing Authority from November 2019 to July 2023, including Senior Director of Resident Participation & Civic Engagement and Senior Advisor & Director of Public/Private Partnerships. Earlier experience includes serving as Senior Director of Operations and Director of Special Housing Employment Programs at the NYC Human Resources Administration, Assistant Director of Jobs Plus at Urban Upbound, Supervisor of Client Services at the NYC Department of Parks & Recreation, and Continuous Performance Improvement Specialist at Seedco. DaVida holds a Bachelor of Arts in Sociology from Hunter College, complemented by studies at the Baruch School of Public Affairs.
