Gary Carter serves as Vice President and Operations Director at Human Resources Research Organization (HumRRO) since October 2023. Previously, Gary held multiple senior roles at PDRI, an SHL Company, from November 1996 to September 2023, including Chief Professional Services Officer and Vice President, where leadership of the Human Capital Services Division was demonstrated through management of a team of talent management consultants serving both federal and commercial sectors. Prior to PDRI, Gary worked as a Research Consultant at the U.S. Department of Labor’s Employment and Training Administration from May 1993 to November 1996, focusing on designing assessment tools related to O*NET. Gary earned a PhD in Industrial and Organizational Psychology from the University of Minnesota and a Bachelor of Arts in Psychology from The Catholic University of America.
Human Resources Research Organization (HumRRO)
HumRRO was established in 1951 as the Human Resources Research Office of The George Washington University to carry out an integrated program of human resources research for the Department of the Army. In 1967, HumRRO's charter was modified to extend its research and development activities to other departments of the Federal Government, to state and local governments, and to private organizations. In 1969, HumRRO separated from the university and incorporated as a non-profit research organization. HumRRO is an industry leader in the areas of human resource modeling, utilization, development, and skills assessment and enhancement; workforce and job analysis; personnel recruitment, selection, and occupational assignment; survey design and analysis; performance measurement; analysis of training and instructional technology; and personnel policy analysis. Our focus is on gathering information relevant to human performance, applying state-of-the-art research methodologies and analytic techniques, and providing agencies and departments with reliable, valid, and applied research results for use by decision makers. HumRRO’s project experience includes not only research and assessment projects that have spanned a number of years, but also efforts that respond to our clients’ quick turnaround needs. Furthermore, our experience, both quick response and long term, has involved targeted analyses and information dissemination to high-level public officials. In keeping with our high visibility projects, our staff members are adept at preparing results for executives and managers. Our recent clients include an assortment of federal, state, and local agencies, nonprofit organizations, and private companies.
