Karen Westbrook

Karen Westbrook is a Policy Analyst at the Human Services Research Institute. Karen previously worked at the Idaho Department of Health and Welfare in various roles related to Medicaid policy. Karen also has experience in legal roles at Micron Technology and Sidley Austin LLP. Since 1976, HSRI has worked to improve the systems that improve lives. With a mission to advance community and person-centered service systems, the Massachusetts-based national nonprofit leads rigorous research that shapes the delivery of human services and supports. Our team of more than 60 employees provides research, evaluation, program implementation, data and statistical services, and technical assistance.
