Victor Boutros is the CEO and Co-Author of The Locust Effect at the Human Trafficking Institute, a position held since March 2016, focused on tackling modern slavery through empowering law enforcement. Previously, Victor served as a Trial Attorney in the Criminal Section of the Civil Rights Division at the U.S. Department of Justice from 2007 to 2015, where responsibilities included prosecuting human trafficking and hate crime cases. Early career experience includes serving as a Special Assistant United States Attorney, working in civil practice at Fish & Richardson, and clerking for the federal judiciary. Victor holds degrees from the University of Chicago Law School, University of Oxford, Harvard University, and Baylor University, along with a high school diploma from St. Mark's School of Texas.
