Rafic ElFakir has extensive work experience in the energy industry, primarily with Hunt Energy and Oncor Electric Delivery.
Starting in 2007 at Oncor Electric Delivery, ElFakir began as a Substation Design Project Engineer, where they designed electrical substations and coordinated with construction teams for project completion. Rafic then moved on to become a Senior Capital Projects Manager, overseeing project management, controls, ROW acquisition, permitting, and construction activities. ElFakir successfully delivered capital projects on time and under budget, while also managing contracts and implementing performance management policies. Rafic also traveled to manufacturing facilities to ensure equipment met specifications.
In 2011, ElFakir transitioned to the role of Asset Management and Maintenance Program Manager, where they integrated field operations, engineering experience, and data into computer-based systems to enhance personnel effectiveness and enable data analysis. Rafic restructured asset and maintenance strategies, resulting in $10M in O&M savings.
In 2013, ElFakir became the Senior Program Manager of the Program Management Office (PMO), leading programs, capital projects, and special initiatives through rapid change. Rafic reinvented the program and project management process, driving continuous improvement and operational excellence.
ElFakir then took on the role of Compliance Support Program Manager in 2015, overseeing the management and delivery of NERC standards and ERCOT market protocols. Rafic ensured compliance and operational excellence across various departments within Oncor Electric Delivery.
Most recently, ElFakir joined Hunt Energy in 2022 as the Director of Transmission Engineering & Construction, where they are responsible for leading engineering and construction projects in the transmission field.
Rafic ElFakir pursued their education starting from 1999 to 2004 at McGill University, where they obtained a Bachelor's degree in Electrical studies. Rafic further enhanced their academic qualifications by completing a Master of Business Administration (MBA) program with a focus on Management at The University of Texas at Arlington's College of Business Administration from 2008 to 2010. Additionally, Rafic also obtained expertise in the field of Project Management through their studies at the Institute of Project Management.
