Carmen L. Lopez

Carmen Lopez serves as the Director of Capture and Proposal Management at the Institute for Building Technology and Safety since May 2023, following a tenure as the Director of New Business Capture at Terran Orbital Corporation. Carmen's extensive experience includes leadership roles at Leidos, where responsibilities encompassed directing capture operations in security enterprise solutions and managing significant programs with a focus on education and training for military and veterans health. Notably, Carmen played a pivotal role in securing a $4 billion proposal for the Defense Health Modernization Systems Management, overseeing training for over 200,000 users globally. Previous positions also include management roles at SAIC and Axiom Resource Management, providing logistics support within various military health programs. Carmen holds an MBA in International Finance and Entrepreneurship & Management from the American University - Kogod School of Business.
