Phuoc Lam has extensive experience in disaster recovery and quality assurance, currently serving as Quality Assurance Manager at IBTS since October 2017, focusing on CDBG Disaster Recovery programs. Previously, Phuoc worked as a Program Specialist at Ardurra Group, supporting Cleveland County's disaster recovery efforts following tornadoes and wildfires. Phuoc also held the position of Program Specialist at Hagerty Consulting, administering HUD grants for Boulder County's disaster recovery following severe storms and flooding. As a Program Associate at CDM Smith, Phuoc supported multiple jurisdictions in administering CDBG-DR grants for various disasters. Phuoc's career in disaster recovery began at FEMA as a Disaster Housing Advisor during Hurricane Ike, assessing community needs and providing recommendations. Phuoc holds a Bachelor of Science degree from the University of Houston in Hotel and Restaurant Management.
