Carol Hartman

Carol Hartman is a seasoned professional with extensive experience in early childhood education and child care policy. Currently serving as a Senior Technical Assistance Specialist at ICF since May 2019, Carol previously held significant roles with the Georgia Department of Early Care and Learning, including Director of Policy and System Reform, where administration of a $22 million grant and collaboration with various stakeholders were pivotal responsibilities. Additional roles included Assistant Commissioner of Programs, overseeing the Child Care and Development Fund, and Grants Manager, directing important literacy programs and projects. Earlier experience at the Georgia Department of Human Services as a DFCS Program Consultant involved developing policies to ensure access to affordable child care for vulnerable families. Carol holds a Bachelor of Science in Education with a minor in Secondary Education-English from Georgia State University.
