Daina Ruback

Daina Ruback is a seasoned professional in disaster recovery and community development with extensive experience in managing multi-million dollar federally funded grant programs. Currently serving as a Senior Disaster Recovery Policy Manager at ICF since April 2024, Daina previously held the role of Director of Community Development, Housing and Infrastructure at Tidal Basin Group from February 2020 to March 2024, overseeing a team of project managers and leading business development efforts. Daina's background also includes significant positions at the NYC Office of Management and Budget, where responsibilities encompassed managing approximately $160 million in HUD CDBG grant funds and $3 billion in HUD CDBG-DR funding. With earlier roles at organizations such as Fordham University, UNDP, and The Aspen Institute, Daina's academic foundation includes a Bachelor of Science in Business Management from Babson College and a Master’s Degree in International Political Economy & Development from Fordham University.
