Thurman J. Leach

Thurman J. Leach is a Senior Director of Global Procurement & Travel at ICF, where they have been providing leadership and direction since 2019. Previously, from 2010, Thurman served as the Senior Director of Procurement & Subcontracts, managing a team of 25 professionals and overseeing annual expenditures of $600 million. Thurman organized and launched the Procurement & Subcontracts Department and established robust procurement practices to meet various compliance requirements. Additionally, they authored a Procurement Training program and served as the Corporate Small Business Liaison Officer, managing Small Business Program initiatives and compliance audits.
