Mark Rawlins

Mark Rawlins has a diverse work experience spanning over two decades. Mark currently serves as a Senior Principal Engineer at ICI Services Corporation, where they support US Navy Science and Technology initiatives with a specific focus on Information Warfare for Small Combatants and Unmanned Vehicles. Mark is responsible for communicating technology strategy, collaborating with industry and academia, and addressing technology gaps.

Prior to their current role, Mark worked at NAVWAR, where they held various leadership positions. As the Division Head for Corporate Strategy, they guided strategic planning and roadmap development to align center goals with Navy-wide priorities. As the Division Head for Total Force Director, they oversaw human resources, training, and workforce planning for 4,500+ military and civilian employees. Mark also served as an Assistant Program Manager, where they directed engineering and operations for multiple communication and network projects. Mark held additional roles as Organizational Change Manager and Chief Engineer, demonstrating their expertise in change management and technical management activities.

Before joining NAVWAR, Mark had a distinguished military career in the U.S. Navy Reserve. Mark achieved the rank of Captain and oversaw fleet operations for 30 units with 875 staff. Mark played a crucial role in driving strategic goals and initiatives across a 1,600-person workforce, introducing performance metrics to improve operational support and request completion rates.

Mark also holds additional certifications in Balance Score Card from Kaplan, Green Belt Certification from Lean Six Sigma Institute LLC, and Project Management Professional from the Project Management Institute.
