Frank Benest

Frank Benest is a Principal at Frank Benest Consulting and serves as a Senior Advisor for Next Generation Initiatives at ICMA since 2009. Previously, Frank held various city management roles in California, including City Manager of Palo Alto, Brea, and Colton, where notable accomplishments included developing leadership programs and collaborative community projects. Frank holds a doctorate in management from Brigham Young University, a Master's in Public Administration from California State University, Long Beach, and a Bachelor's degree from Yale University. Additionally, Frank is a Credentialed ICMA Manager, has served as Past President of the California City Managers Department, and teaches at Stanford University.
