Rich served in the 82nd Airborne Division of the U.S. Army as a paratrooper in Desert Storm before attaining his degree. After joining IDS in 1999, he designed several road projects for Williamson County’s successful $350 million road bond program. He honed his negotiation skills by acquiring 25 miles of easements while managing the $16 million Heart of Texas Water Supply Pipeline, one of the state’s first design-build-finance water supply projects. When Hurricane Katrina wiped out the project’s pipe supply, he negotiated for substitute materials and maintained the fast-track schedule. Rich oversaw $250 million in public-private partnership roadway programs in two Texas municipalities while with another firm. He returned to IDS in 2012 as the public works design manager, drawing on his background in large-scale projects and an affinity for details to assure compliance with regulations and quality initiatives.
