The Proposal Writer plays a pivotal role within the Business Development Center of Excellence (BDCOE), serving as an essential contributor to the development of persuasive and compliant capture and proposal materials from initial concept to final submission. This position encompasses multiple components of federal proposal support, including content planning, drafting and refinement of critical proposal sections. These sections may include technical approaches, management plans, past performance narratives, and other key volumes. We are seeking a skilled Proposal Writer to join our team and to support the creation of compelling responses to federal Government Requests for Proposals (RFPs), Requests for Information (RFIs), and other government solicitations.

Responsibilities: 

  • Write responses to Federal Requests for Proposals (RFPs), Requests for Information (RFIs,) and supporting materials for other Business Development requests, effectively articulating the approach determined by the proposal leadership team
  • Ensure clear, compliant, compelling, and persuasive writing of proposal sections; translate complex ideas into easily understandable text
  • Research material needed for assigned sections, including team contract and programmatic experience required for substantiation
  • Apply communication and interviewing skills to gather necessary information from internal and external personnel to support writing activities
  • Collaborate closely with designated subject matter experts (SMEs) to refine the approach for assigned proposal sections, independently gathering input from SMEs and internal stakeholders to refine and improve proposal drafts
  • Review, edit and one-voice proposal responses for consistency
  • Contribute to the development of a comprehensive content library to streamline future proposal efforts
  • Support RFI or RFP coordination the development of proposal documents, collaborating directly with Opportunity Owners, Solution Architects, and Volume Leads to meet solicitation requirements
  • Adapt and thrive in a dynamic environment.

Required Qualifications:

  • BA or BS degree or higher (or equivalent) in Journalism, English, Business, Information Technology, or Communication Arts, or other relevant fields
  • 3-5 years of relevant professional experience writing federal government proposals
  • Proven ability to work independently, demonstrating strong initiative and problem-solving skills
  • Excellent communication skills and the ability to collaborate effectively with diverse teams
  • Working knowledge of the Shipley Business Development Lifecycle
  • Federal proposal writing experience with solutions-based proposals.

Preferred Qualifications:

  • Participation in Association for Proposal Management Professionals (APMP) certifications is preferred
  • Experience writing technical proposals across engineering, AI and data science methodologies for the Federal space.
