Raymond M Lemming

Raymond M Lemming, PE, JD, serves as the Director of Construction Programs for Armour College at the Illinois Institute of Technology since 1992, where responsibilities include teaching estimating, construction, scheduling, and law. In addition to academic roles, Lemming is the CEO of Forensic CM and CM501, a Service-Disabled Veteran-Owned Small Business (SDVOSB) recognized by the VA, and previously served as the Construction Claims Administrator for the Metropolitan Water Reclamation District of Greater Chicago, managing construction claims for a $1 billion program. Prior experience includes roles as Chief Engineer & Claims Counsel at CNA Surety, overseeing contract disputes and litigation, and various project management positions in contracting and consulting firms. Lemming’s career began with the US Army Corps of Engineers, providing leadership in construction units and advisory roles. Educational qualifications include a JD in International Law and Construction from Chicago-Kent College of Law, a Civil Engineering degree from Illinois Institute of Technology, an MBA from Central Michigan University, and a BS in Psychology from the University of Dayton.
