Karina Rutova, MBA, came to the US as a refugee from Kyiv, Ukraine. She has MA and MBA Healthcare degrees. She worked for twelve years for non-profit organizations, Catholic Charities and Ecumenical Ministries of Oregon. She also worked for nine years for the City of Portland, Commissioner Saltzman Office. She was instrumental in developing Gateway Center for Domestic Violence Services and worked as an Assistant Director of this organization. For the last three years, she works for Multnomah County and continues her career as an Assistant Director of the Gateway Center. Karina also involved in different initiatives of the Slavic and Eastern European Community and was a founding member of Portland Police Bureau Slavic Advisory Council, City of Portland Slavic Empowerment Team, IRCO’s Slavic and Eastern-European Center Advisory Council. She is in the Leadership Team of Immigrant and Refugee Employees Resource Group of Multnomah County. Karina also involved with helping Ukrainian refugees.

The Immigrant and Refugee Community Organization (IRCO) is a non-profit organization established in 1974 to serve immigrants and refugees in Portland, Oregon. Since its founding, IRCO has served more than 55,000 people through provision of programs and services that meet needs related to training and employment, health and aging, English language learning, naturalization and adjustment, community development, early childhood, parenting and youth development, education and interpretation and translation.
