Elaine Kong currently serves as a Staff Attorney at the Inner City Law Center, a position held since March 2023. Prior experience includes roles as Frontend Manager at Ralphs Grocery Company from June 2021 to November 2022, and various legal positions such as Research Assistant at the University of San Diego School of Law, Summer Associate Law Clerk at Paul, Plevin, Sullivan & Connaughton LLP, Law Clerk at Clerkin, Sinclair & Mahfouz, LLP, and Summer Legal Extern at the United States Postal Service. Elaine Kong also worked as an Intake Clerk at Michael Sullivan & Associates LLP and held a Lead Courtesy Clerk position at Ralphs Grocery Company prior to pursuing a legal career. Educational qualifications include a J.D. Candidate degree from the University of San Diego School of Law and a Bachelor of Arts in Political Science with a minor in Humanities from UC San Diego.

The only provider of legal services on Skid Row in downtown Los Angeles, Inner City Law Center combats slum housing while developing strategies to end homelessness. Inner City Law Center is recognized for our expertise in housing issues, veterans’ benefits, and homelessness prevention. Our staff of 40, including 20 attorneys, provides quality legal representation for people who have nowhere else to turn. We fight for justice for low-income tenants, working poor families, immigrants, people who are homeless or disabled, and veterans. Driven by the fundamental principle that every person should always be treated with dignity and respect, ICLC works for long-term, positive, and meaningful change.
