Graduated from Glasgow University with M.A. Hons. in Hispanic Studies. He began his career in the NHS as an NHS graduate trainee in 1979 undertaking a Dip. in Health Service Management and gained extensive experience in developing locally based community and hospital services culminating in his appointment as Deputy General Manager of the highly prestigious teaching hospital , The John Radcliffe, in Oxford in 1989. In 1991 he located to Ireland to set up the general management ethos within the Regional Hospital , Sligo. Appointed 4 years later as Programme Manager for Community Services in the Western Health Board he developed strategic plans across a wide range of services areas including Child Care, and Disability services and driving innovative projects in Child Care such as mentoring and youth advocacy. When the HSE was formed he moved to a Strategic role as Director for Children & Family services . Séamus has held senior management positions in Hospitals and Regional and National roles in Health & Social Care for 30 years. Since electing to take early retirement in 2009 he has continued with an interest in the Voluntary and NGO sector and has promoted a programme for troubled youth as International Development Consultant for Youth Advocate Programs Inc based in the US and has been instrumental in new programmes being developed in Sweden and Australia.
