Bilal Azhar is a Chartered Management Accountant (FCMA) with extensive experience in financial management and advisory roles. Currently serving as the Chief Financial Officer for the Institute of Rural Management since November 2010, Bilal Azhar oversees financial and accounting operations for the USAID-funded Pakistan Reading Project, valued at USD 14.8 million. Additionally, Bilal has worked as a Financial Advisor for the Human Resource Development Network since September 2019 and previously held the position of General Manager for Finance, Accounts & Costing at Roots Enterprises, where responsibilities included ledgers reconciliation and financial reporting. Prior experience includes serving as CFO and Company Secretary at National Project Managers (Pvt.) Ltd, managing comprehensive accounting functions. Bilal Azhar holds a Fellow Cost and Management Accountant designation from the Institute of Cost & Management Accountants of Pakistan, a Master's degree in Economics from the University of the Punjab, and serves as an ACCA Lead Supervisor.
