Senior State Policy Analyst at Institute on Taxation and Economic Policy

Marco Guzman is a seasoned policy analyst with extensive experience in tax and economic policy. Currently serving as a Senior State Policy Analyst at the Institute on Taxation and Economic Policy since February 2020, Marco previously held positions at Tax Analysts from September 2015 to January 2020 as an Associate Editor, where articles featured in Tax Notes were authored. Marco also served as an Advisory Neighborhood Commissioner for the Council of the District of Columbia from January 2017 to January 2019, representing single-member district 2A03. Earlier experiences include a research internship at the DC Fiscal Policy Institute, where a report on the DC labor market was co-authored, and a legislative internship with the U.S. House of Representatives in 2012-2013. Marco holds a Master of Public Policy with a focus on Economic Policy from George Mason University and a Bachelor of Science in Communication from Arizona State University, complemented by a minor in Political Science.

The Institute on Taxation and Economic Policy (ITEP) is a non-profit, non-partisan research organization that provides timely, in-depth analyses on the effects of federal, state, and local tax policies. ITEP’s mission is to ensure the nation has a fair and sustainable tax system that raises enough revenue to fund our common priorities, including education, health care, infrastructure and public safety. ITEP researchers use a tax incidence model to produce distributional analyses that not only estimate the revenue impact of current and proposed tax policies but also project the real-life economic effects on taxpayers at every income level. ITEP also examines Fortune 500 companies’ financial filings to provide information to policymakers and the public on corporate tax practices.
