Emnet Meheret Gebru currently serves as the Head of Technical Quality Assurance and Compliance at the International Civil Aviation Organization since August 2016, following a progression from the role of Associate Technical Officer. Prior to this, Emnet accumulated extensive experience at SITA from March 2003 to July 2016 in various positions including Senior Sales Specialist, Business Development Manager for both Products and Solutions Business Division and Air Traffic Management for the Africa region, and Account Manager for multiple countries. Emnet's career began at the Ethiopian Civil Aviation Authority, where roles included Head of the Airport IT and Electromechanical Sector and Chief of the Aeronautical Radio Engineering Division. Emnet holds an MBA in Leadership and Sustainability from the University of Cumbria and a BSc in Electrical and Electronics Engineering from Addis Ababa University.

ICAO is funded and directed by 193 national governments to support their diplomacy and cooperation in air transport as signatory states to the Chicago Convention (1944). Its core function is to maintain an administrative and expert bureaucracy (the ICAO Secretariat) supporting these diplomatic interactions, and to research new air transport policy and standardization innovations as directed and endorsed by governments through the ICAO Assembly, or by the ICAO Council which the assembly elects. Industry and civil society groups, and other concerned regional and international organizations, also participate.
