Marwa A. Gharib is a legal professional with diverse experience in aviation law and environmental consulting. Currently serving as a State Action Plan (Environment) Consultant at the International Civil Aviation Organization since January 2023, Marwa has also held roles as a Legal Consultant and Legal Intern within the organization. Prior to this, Marwa worked as an Analyst at AKE International, contributing to daily risk updates and online risk platform enhancements. Additional experience includes legal training at TrueNoord and Emirates Group, along with legal internships at HFW, Toynbee Hall, OTS Solicitors, and Lawyers Without Borders. Marwa holds an Advanced LL.M. in Air and Space Law from Leiden University and a Bachelor of Laws - LLB from SOAS University of London.

ICAO is funded and directed by 193 national governments to support their diplomacy and cooperation in air transport as signatory states to the Chicago Convention (1944). Its core function is to maintain an administrative and expert bureaucracy (the ICAO Secretariat) supporting these diplomatic interactions, and to research new air transport policy and standardization innovations as directed and endorsed by governments through the ICAO Assembly, or by the ICAO Council which the assembly elects. Industry and civil society groups, and other concerned regional and international organizations, also participate.
