Mohamed Rahma is an accomplished aviation professional with extensive experience in leadership roles within international aviation organizations. Currently serving as the Director of the Air Transport Bureau and the ICAO Middle East Regional Director at the International Civil Aviation Organization since March 2016, Rahma previously held key positions at the Ministry of Civil Aviation as the Undersecretary for International & Internal Affairs and Advisor to the Minister from 2012 to 2016. Additionally, Rahma worked at EGYPTAIR from March 2003 to July 2012 as Director of Corporate Affairs and Senior Safety and Human Factors Instructor. Rahma holds a Master's degree in Aviation Management obtained between 2009 and 2011 and completed a Management Development Programme at the United Nations System Staff College from 2017 to 2018.

ICAO is funded and directed by 193 national governments to support their diplomacy and cooperation in air transport as signatory states to the Chicago Convention (1944). Its core function is to maintain an administrative and expert bureaucracy (the ICAO Secretariat) supporting these diplomatic interactions, and to research new air transport policy and standardization innovations as directed and endorsed by governments through the ICAO Assembly, or by the ICAO Council which the assembly elects. Industry and civil society groups, and other concerned regional and international organizations, also participate.
