Chief Technical Advisor (programme Manager) at International Labour Organization

Sophia Kagan is an experienced professional in labour migration and human rights, currently serving as the Chief Technical Advisor (Programme Manager) at the International Labour Organization since July 2025, where management of a joint UN project focuses on the rights of women migrant workers and children in Southeast Asia. Previously, Kagan held the position of Principal Policy Adviser – Labour Migration at the Office of the NSW Anti-Slavery Commissioner, advising on policy and advocacy for migrant worker protection. With a strong background at the International Labour Organization, Kagan has managed multiple projects in various regions, including the FAIRWAY Programme supporting low-wage migrant workers in the Middle East, and has contributed to impactful research and policy initiatives throughout a diverse career in both legal and humanitarian fields. Kagan holds a Master’s degree in Development Management from The London School of Economics and Political Science, along with degrees in Law and International Relations from Monash University.
