Kathleen Kao

Kathleen Kao is a legal professional with extensive experience in financial integrity, anti-corruption, and international law. Currently serving as Senior Counsel at the International Monetary Fund since February 2018, Kao provides legal and analytical support on issues related to anti-money laundering, counter-financing of terrorism, fintech, and rule of law within various economic contexts. Prior to this role, Kao held positions at the OECD as a Tax Policy Analyst and Legal Analyst, focusing on tax transparency and anti-bribery compliance. Earlier experience includes serving as a Legal Officer at the Special Court for Sierra Leone and project management roles at Geopolicity, along with legal positions in private practice and international tribunals. Kathleen Kao holds a Juris Doctor from the University of Texas at Austin School of Law and a Bachelor's degree in English Literature and Plan II Honors from the same university.
