Hallam Ferguson

Hallam Ferguson is the Vice President for Global Operations at the International Republican Institute, responsible for overseeing security, human resources, information technology and financial operations. Ferguson began his career with IRI in Afghanistan in 2004, helping prepare for the country’s first ever presidential elections. Over the next 13 years Ferguson lived and worked in Iraq and Afghanistan, grew and managed IRI programs in closed societies, and served first as Deputy Director and then Director for the Middle East and North Africa division.

In 2017 Ferguson left IRI to serve as the Senior Deputy Assistant Administrator for the Middle East Bureau at USAID, where he oversaw U.S. efforts to stabilize Syria in the midst of conflict, help religious minorities in Iraq recover from ISIS genocide, and expand economic and democratic opportunity across the region. After leaving USAID Ferguson became a Public Policy Fellow at the Woodrow Wilson International Center for Scholars, researching and writing on foreign aid, humanitarian assistance and global migration.

Before first joining IRI Ferguson completed his MA in Security Studies from Georgetown University. He holds a BA from Colby College.
