Dalia Zaghou, PCC, CPCC, ORSC, currently serves as the Chief Human Resources Officer and Board Committee Chair at the Investment and Development Office (IDO) in Ras Al Khaimah since August 2021. With extensive experience in human resources and organizational development, Dalia has held various leadership roles, including Head of People & Culture at Grant Thornton UAE and spanning positions at EY, PepsiCo, and Al Tayer Group, focusing on HR transformation, coaching, talent management, and leadership development. As a founder of InLight, LLC, Dalia provided tailored organizational development and coaching solutions. Educational qualifications include certifications in coaching and organizational leadership from prestigious institutes, along with a Bachelor’s degree in Mass Communication and Anthropology from the American University of Cairo.

The Investment and Development Office (IDO) is the investment arm of the Government of Ras Al Khaimah. It was established by Emiri Decree in 2004 and is a pillar of the Emirate of Ras Al Khaimah’s development and prosperity. The IDO is guided by a set of core values, that drive our day-to-day decision making and investment approach. In line with these, we believe that we have an overarching commitment to the welfare of our community. As an active investor, with a long-term investment horizon, our focus is to achieve sustainable returns from our portfolio and support the broad development of the Emirate. Our portfolio spans a wide range of sectors, with both listed and non-listed investments. We have also played, and continue to play, a key role in enabling the Government of Ras Al Khaimah to maintain an overall credit rating in the ‘A’ range by Fitch Ratings and S&P Global Ratings for over a decade.
