Jay Galicia, CPA, FCPA (Aust.) serves as the Director of Audit at the Investment and Development Office (IDO) in Ras Al Khaimah since November 2013, and has held various roles within the organization, including Senior Manager in the Audit and Compliance Department and Internal Audit Manager. In addition, Jay currently contributes as an Audit Committee Member for multiple entities, including the Public Services Department-RAK and RAK Medical & Health Sciences University. Previously, Jay gained extensive experience at KPMG Lower Gulf and Ernst & Young, eventually achieving positions such as Audit Manager and Associate Director. Jay holds a Bachelor of Science in Accountancy from the University of Santo Tomas and is pursuing a Master of Business Administration at Massey University, expected to complete in February 2025.

The Investment and Development Office (IDO) is the investment arm of the Government of Ras Al Khaimah. It was established by Emiri Decree in 2004 and is a pillar of the Emirate of Ras Al Khaimah’s development and prosperity. The IDO is guided by a set of core values, that drive our day-to-day decision making and investment approach. In line with these, we believe that we have an overarching commitment to the welfare of our community. As an active investor, with a long-term investment horizon, our focus is to achieve sustainable returns from our portfolio and support the broad development of the Emirate. Our portfolio spans a wide range of sectors, with both listed and non-listed investments. We have also played, and continue to play, a key role in enabling the Government of Ras Al Khaimah to maintain an overall credit rating in the ‘A’ range by Fitch Ratings and S&P Global Ratings for over a decade.
