Cleveland Cooke has a diverse and extensive work experience spanning different industries and roles. Cleveland started their career as an Electronics Technician in the US Navy from 1992 to 1996. Cleveland then worked as an Information Technology Consultant for Hewlett-Packard Enterprise Services from 1997 to 1999. Cooke joined Blackboard as a Senior Software Engineer in 1999 and worked there until 2006. In 2006, they began working for the U.S. Department of Homeland Security as a Consultant and also started working at IBA (Irving Burton Associates) as the VP of Information Technology. In 2010, Cooke became the President & CEO of Object Element, Inc. Cleveland also has a long-term contractor experience with USCIS from 2006 to 2015. Overall, Cooke has significant experience in IT consulting, software engineering, leadership, and government contracting.

Cleveland Cooke obtained their Bachelor of Science (BS) degree in Electrical Engineering from Old Dominion University, where they studied from 1994 to 1998. In addition to their formal education, they have also acquired several certifications. In December 2019, they obtained the ITIL v4 certification from AXELOS Global Best Practice. In February 2020, they became a Certified Scrum Master (CSM) through the Scrum Alliance. Finally, in July 2020, Cleveland achieved the AWS Certified Cloud Practitioner certification from Amazon Web Services (AWS).
