Deborah Locke

Deborah Locke is a seasoned professional with extensive experience in project management and payroll tax compliance across various sectors. Currently serving as a Project Officer at IBA since December 2019, Deborah supports military medical research projects and facilitates interagency agreements for the US Army Telemedicine and Advanced Technology Research Center. Prior to this role, Deborah worked as a Project Manager at ICON Government and Public Health Solutions, overseeing compliance for military and government contracts in clinical research. Deborah's earlier experience includes positions at Clinical Research Management, BAE Systems, Marriott International, and Kelly Temporary Services, where responsibilities ranged from project budgeting and payroll tax compliance to talent acquisition and unemployment compensation management. Deborah holds a Bachelor of Science in Social Work from Virginia Commonwealth University.
