Todd Foreman has an extensive background in law enforcement, with over two decades of experience at the Bedford Police Department, eventually becoming Chief of Police in 2014. Todd is currently serving as the Director of Law Enforcement Outreach at the Institute of Scrap Recycling Industries, Inc. Prior to this, Todd was an instructor at the University of Richmond in the Professional Executive Leadership School, focusing on ethical budgeting for professionals in law enforcement and government agencies. Todd holds a Master of Arts in Human Services with a Criminal Justice Cognate from Liberty University and has also completed the Professional Executive Leadership School Session 31 at the University of Richmond and the FBI National Academy Session 237.
