Yusuf Tülün went to Istanbul Imam Hatip High School, he graduated from Istanbul University Faculty of Economics Journalism and Public Relations Institute. He served as the Welfare Party Şişli District Secretary (1984), Sarıyer District Chairman (1985), and Istanbul Provincial Deputy Chairman (1992). He served as the Deputy Mayor of Bağcılar and a member of the Metropolitan Municipality Council (1992 - 1994), the Mayor of Sarıyer (1994 - 1999), and the Consultant of the Metropolitan Municipality (1999 - 2002).

He served as the founder of the AK Party Istanbul organization and the AK Party Istanbul Provincial Vice President. He became a parliamentary candidate in the November 3 elections. Later, he resigned from his position as the Consultant of the National Palaces Department of the Grand National Assembly of Turkey, to run for the Sariyer Mayoral Candidacy. He served as the Mayor of Sarıyer. He served as the Istanbul Metropolitan Municipality Local Administrations Coordinator. Since 2012, he has been the General President of the Science Dissemination Society.
