Roger Millar

Roger Millar is the current Director at ITS America. Roger has been in this position since October 2015. Prior to this, they were the Vice President at Smart Growth America from June 2010 to October 2015. At Smart Growth America, Roger directed the technical assistance programs for state, regional, and local government.

Some of Roger's significant engagements while at Smart Growth America include creating and managing partnerships with Governors, Department of Transportation (DOT) CEOs, and other transportation providers and stakeholders to advance state DOT transportation initiatives; serving as Director of a national coalition seeking to fundamentally transform the look, feel, and function of the nation’s roads and streets by changing the way they are planned, designed, and constructed; and leading a multi-year technical assistance program designed to provide local leaders with the knowledge and tools to advance policies, planning efforts, and design practices that create vibrant, healthy, economically resilient and environmentally sustainable communities.

Under Roger's leadership, over 1,000 Complete Streets policies have been adopted by 32 state governments, and 60 communities around the nation have received assistance from their team.

Roger Millar attended Stuttgart American High School and then went on to the University of Virginia where they studied civil engineering, earning their BS.
