David Carlson CSR-P ENV-SP is a seasoned professional with extensive experience in environmental management, sustainability, and climate change. Currently serving as the Strategic Environmental Program Manager at Jacobs since October 2021, David leads a team providing services to various clients while managing the Caltrans D4 environmental on-call for Northern Bay Counties. Previously held positions include Environmental Manager at WSP USA overseeing NEPA compliance for high-speed rail projects, Transportation Director at Environmental Science Associates, and VP of Sustainable Development at Parsons Corporation, where David developed the DYNAMICALLY GREEN® Transportation program. Earlier career roles include Senior Environmental Protection Specialist at the Federal Highway Administration and within the U.S. Environmental Protection Agency, focusing on NEPA reviews and air quality regulations. David holds a BS in Natural Resource Studies from the University of Massachusetts Amherst.
