Frank Smith

Frank Smith, AICP, LEED ND, is a Principal at Jacobs, where they lead military installation planning projects and manage daily operations, including staffing and business development. Frank served as a Civil Engineering Officer in the U.S. Air Force from 1986 to 2006, earning military awards such as the Bronze Star and Defense Meritorious Service Medal. They have also held significant roles in Air Force Central Command, overseeing a $2.03 billion base master plan, and were the Director of Military Installation Planning at CH2M from 2006 to 2017. Frank holds a Bachelor’s degree in Industrial Engineering from Lehigh University and a Master’s in Business Administration from Central Michigan University.
