Heather Carter Pe

Heather Carter PE has extensive experience in public infrastructure and engineering, currently serving as Deputy County Manager - Infrastructure and Director of Roads and Transportation at Jefferson County Commission since September 2017. Previous roles include Senior Project Manager at HDR, where significant projects such as the West Vancouver Freight Access Improvements were managed, and Construction Project Manager at OBEC Consulting Engineers, overseeing diverse public and private construction projects. Heather also has a solid background in project management from positions at Multatech Architects and Engineers, Kennedy/Jenks Consultants, Oregon Department of Transportation, and Alaska Department of Transportation. An engineering foundation was established with a Bachelor of Science in Mining and Mineral Engineering from Montana Technological University, earned between 1995 and 1999.
