Andrew Garbutt is a seasoned professional in risk management and regulatory affairs, currently serving as Special Advisor in Risk Systems at the Jersey Financial Services Commission since January 2018. With a strong background in establishing regulatory frameworks, Andrew has held various leadership roles, including Head of Risk and Regulatory Change and Head of Risk at the Commission, where oversight and implementation of risk-based supervision formed a significant part of responsibilities. Andrew also has experience as a risk and regulation consultant and has previously led the Corporate Review Team at the General Medical Council, successfully achieving ISO 10002 accreditation. A former Director of Risk at the Solicitors Regulation Authority, Andrew played a pivotal role in transitioning the organization to a risk-based regulatory model, recognized for excellence in risk management capabilities. Andrew's academic credentials include a BSc (Hons) in Geology and an MA in Museum Studies from the University of Leicester.
