Cynthia F. Figueroa

Cynthia F. Figueroa is the President and CEO of JEVS Human Services, beginning her tenure in February 2022.

Cynthia is a dynamic leader with 25 years of experience in the government and non-profit human service sectors. She is known for building high-performing, diverse teams and developing outcome-based programs and services. She also is a creative problem-solver and skilled at leading effective collaborations.

Prior to joining JEVS Human Services, Cynthia served as Deputy Mayor, Office of Children and Families under Mayor Jim Kenney. In this role, she provided leadership and oversight of the Department of Human Services (DHS), the Department of Parks and Recreation, and the Free Library of Philadelphia, as well as several other key operating departments. Additionally, Cynthia co-led the Mayor’s special initiative to address institutional racism focused on police reform, community engagement, and an inclusive economy.

Before her term as Deputy Mayor, Cynthia served as President and CEO at Congreso de Latinos Unidos. From 2008-2011, she served as the Deputy Commissioner for DHS. Cynthia’s early career includes roles at several community-based organizations working on the front lines serving Philadelphia’s most vulnerable communities including behavioral health, health care access, and domestic violence.

In recognition of Cynthia’s professional achievements, she has been bestowed numerous awards and honors. Some of these include the prestigious Eisenhower Fellowship, the University of Pennsylvania Outstanding Leadership Award, the National Football League/Philadelphia Eagles Hispanic Heritage Leadership Award, the Peter B. Goldberg Aramark Building Community Executive Leadership Award, and the Hispanic Bar Association La Justicia Award. She was also the Ricardo Salinas Scholar for the Aspen Institute Executive Leadership Seminar.

Cynthia serves on the Board of Directors of Health Partners and most recently as a Trustee for United Way USA, where she served as a Board Chair in 2021. She is also a member of the Philadelphia Zoo Board.

Cynthia holds a Bachelor of Fine Arts degree from Spring Hill College.
