James F. graduated from the United States Military Academy at West Point in 1991 with a Bachelor of Science degree in Electrical Engineering. James then completed their Master of Science in Aerospace Engineering from North Carolina State University between 2001 and 2002. In 2003, they attended the United States Naval Test Pilot School to study Aircraft Flight Test and Evaluation.
