Mark Francis has a diverse and extensive work experience, with their most recent position being Program Manager at JCTM since 2017. Mark previously served in the United States Marine Corps for over 23 years, where they held various roles. These include Intelligence Advisor, where they provided advice to both US and international senior executives on weather, enemy, and terrain specifics in military exercises and operations. Francis also served as an Intelligence Specialist, conducting operations and leading teams of Marines in analyzing foreign militaries. Mark had five deployments, including one in Africa and Europe in 1997 and another in Africa and Europe in 1998. Mark also participated in Operation Iraqi Freedom in 2004-2005, 2008-2009, and 2009-2010. Additionally, they served as an Intelligence Operations Chief, mentoring and equipping intelligence professionals in preparation for combat deployment. Mark ensured their organization, training, attachment to deploying units, and reintegration upon returning to the US. Francis also worked as an Intelligence Instructor and Curriculum Developer, earning the designation of Master Instructor and leading teams of Marines through a 12-week curriculum. Mark developed a course capstone exercise that tested students' intelligence skills over nine days.
Mark Francis has a Master's Degree in Strategic Intelligence from the National Intelligence University, which they obtained from 2007 to 2008. Before that, they earned a Bachelor's Degree in Workforce Education and Development from Southern Illinois University, Carbondale, from 1993 to 2004. Mark also completed high school at Hampton High School, where they obtained their diploma. In addition to their formal education, they hold a Lean Six Sigma, Green Belt certification from Craven Community College, obtained in July 2014. Mark also received a certification as a Certified DoD All-Source Analyst - Level I from the United States Department of Defense in April 2016.
