Peter Cloutier is an accomplished professional with extensive experience in foreign policy reform, development, and human security. Currently serving as a Professor of Development & Human Security (USAID Chair) at the Joint Special Operations University since August 2021, Peter Cloutier advises on innovative initiatives and curriculum development. Prior roles include serving as an Advisor at USAID from July 2020 to August 2022, where Peter Cloutier analyzed interagency operations and advised Special Operations Command, and as Health Office Director at USAID from January 2013 to January 2020, providing transformational leadership in Afghanistan and leading negotiations with international partners. Peter Cloutier's background also includes significant leadership positions within USAID focusing on marine conservation and development in challenging environments, as well as environmental planning work with the Kingdom of Tonga. Peter Cloutier holds a Bachelor's degree in Marine Biology and Biological Oceanography from the University of North Carolina at Chapel Hill, an MBA from East Carolina University, and a Master's degree in Business Strategy from Queensland University of Technology.
