Phil Davis

Phil Davis is an accomplished professional in regulatory affairs and environmental engineering, currently serving as the Director of Regulatory Affairs and Senior Engineer at LaBella Associates since January 2021. Previously, Phil held the position of Director of Regulatory Affairs at Highland Technical Services, Inc. from September 2017 to January 2021. Phil's extensive experience includes a long tenure at the Alabama Department of Environmental Management, where contributions spanned from November 1988 to September 2017, culminating in roles such as Chief of the Land Division and Chief of Waste Programs/Solid Waste Branch, as well as oversight of industrial air permitting and compliance as Chief of the Industrial Minetals Section, Air Division. Phil began professional training with a Bachelor's degree in Civil Engineering from Auburn University, which was completed in 1988.
