Carl Kirar

Carl Kirar is an experienced leader in facilities management and engineering, currently serving as a Board Member for Lake Forest School Districts 67 & 115 and as Director of Facilities and Construction Services for Lake County since July 2019. With a distinguished military career in the US Navy, Kirar held the position of Commander in the Civil Engineer Corps, where responsibilities included maintaining the Navy's shore establishment and overseeing facilities acquisition. Other notable roles in the Navy included Director of Public Works and Infrastructure at Naval Station Great Lakes and Senior Staff Officer managing a $3 billion energy program. Kirar possesses advanced educational credentials, including a Master of Science in Civil Engineering and an MBA, complemented by extensive training in defense acquisition and strategic leadership.
