Rachel Hutchinson

Rachel Hutchinson is a seasoned professional in emergency planning and resilience, currently serving as a Senior Emergency Planning Officer at Lancashire County Council since November 2023. Previously, Rachel held the role of Senior Emergency Planning Advisor at United Utilities from February 2022 to November 2023 and worked for Blackburn with Darwen Borough Council as Resilience & Emergency Planning Manager and Civil Contingencies Manager from April 2013 to March 2022. Rachel's career in emergency planning began at Uttlesford District Council, where responsibilities included Community Safety and Emergency Planning from 1998 to 2005.
