Amy Noe

Dr. Noe is an infectious disease scientist with more than 20 years of biomedical product development experience in progressively increasing roles, from managing a small team focused on development of a single diagnostic product to leading a large geographically distributed team that built and managed the United States Agency for International Development (USAID) malaria vaccine portfolio. She has more than 15 years of project/program management experience working with academic, nonprofit, biotech/pharmaceutical, national laboratories, and contract research/manufacturing organizations.

As a Principal Consultant at LBG, Dr. Noe provides technical, programmatic, and project management support to client product development efforts.

Her 20 years of government contracting experience includes work funded by NIH (NIAID and NINDS), DTRA, USAID, DHS, USAMRAA, and USAMRMC. Dr. Noe has also led due diligence efforts for technology/asset evaluation to inform investment decisions as well as the technical and operational standup of newly launched venture studio companies focused on commercializing cell and gene therapy assets. She holds two patents for her work in malaria vaccine development, including one for a VLP-based malaria vaccine candidate and one for a therapeutic antibody capable of inhibiting parasite invasion of host cells. In addition, she has written 20 articles, which have been published in peer-reviewed journals.

Dr. Noe received her Ph.D. in Biological Sciences from the University of Notre Dame and her B.S. in Microbiology from San Diego State University. She also holds an MBA in Management from San Diego State University.
