Carlos Ochoa

Carlos Ochoa is a seasoned civil engineering professional currently serving as a Senior Project Engineer at Latitude 33 Planning & Engineering since August 2025. Prior to this, Carlos held the position of Civil Project Manager at BWE, Inc. from September 2018 to September 2025, managing military projects within the NAVFAC Southwest and Air Force divisions. Carlos also served as a Project Engineer at Hunsaker & Associates San Diego, Inc. from August 2015 to June 2018, where involvement in projects complied with key regulatory agencies in the San Diego region occurred. Earlier in the career, Carlos worked as a Civil Lead/Design Manager at Parsons from June 2008 to October 2013, overseeing the Capital Improvement Business Line and ensuring compliance with government standards throughout project phases.
