Jay Blutt

Jay Blutt has over four decades of experience in operations and management, currently serving as Senior Director of Payroll at LAZ Parking since July 2011. In this role, Jay manages Payroll Services and previously held the position of Payroll Director. Jay has also contributed to the implementation of a company-wide Biometric Time and Attendance System. Prior to LAZ Parking, Jay was the COO at Control Systems, Inc. from January 2001 to July 2011, overseeing the installation and service of various control and security systems. Jay’s career began at the American Red Cross, where Jay served as COO for 25 years, managing operations for Connecticut Red Cross Blood Services. Jay holds a Master of Public Administration degree from the University of Hartford and a Bachelor of Arts degree in Business and Political Science from Temple University.
