Ramon Van Oppen serves as Directeur Functioneren en Beloning at Leeuwendaal since 2001, where responsibilities include leading the development of HR21, an HR model for municipalities and related organizations. In 2021, Leeuwendaal successfully won the VNG tender for the further development of HR21.
