David Colbourne

David Colbourne is currently the Housing Development Manager (Retrofit) and Housing Retrofit Manager at Liverpool City Region Combined Authority since December 2021, and serves as a Board Trustee for Energy Projects Plus since January 2020. Previously, David was the Chief Executive Officer at Mersey Gateway Environmental Trust from September 2019 to January 2022, and held the position of Director at The Association of Local Energy Officers from June 2019 to June 2020. David's career at Sefton Council spanned 18 years, where as Sustainable Energy Officer, contributions included the development of a team to advise on energy and environmental management, leading to initiatives like the £15 million REACH programme and a £5 million social housing retrofit scheme. David holds an MSc in Climate Change and Sustainable Development from De Montfort University and a BSc (Hons) in Environmental Science from the University of Wolverhampton.
